                  Abstract:The“23.7”floodhascreatedasignificantimpactandcausedheavylossesinZhuozhou,HebeiProv
                  ince.Inordertoanalyzethecausesandprovidereferenceideasforrecoveryandreconstructionafterdisaster ,as
                  wellasfuturefloodcontrol ,atwo - dimensionalfloodnumericalmodelwasestablishedfortherelevantareasof
                  ZhuozhouCity.The “23.7”floodinZhuozhouCitywassimulatedandinverted,andtheimpactofinundationwas
                  comparedandanalyzed.Theresultsshowthat ,exceptforthefloodmagnitudecausedbyextremerainstorm,the
                  specialgeographicallocationofZhuozhouCity ,theweakfloodcontrolworksandthelargeincreaseofconstruction
                  landinthefloodstorageanddetentionareaarethemainreasonsforthegreatimpactandheavylossesofthisflood.
                  Inthefuture,thefloodcontrolandmanagementofZhuozhouCity,aswellasthelanddevelopmentandconstruc
                  tionwithinthefloodstorageanddetentionarea ,shouldnotonlyrefertothedevelopmentexperienceinrelevantre
                  gions,butalsostrengthentheconstructionoffloodcontrolworks,improvetheflooddefensesystem,strengthen
                  theconstructionandmanagementoffloodstorageanddetentionareas ,strengthenfloodriskanalysisandreal - time
                  forecastingandwarning ,andenhancethepublic’sawarenessoffloodriskprevention.
