                  theoptimalstartingcombination.TakingtheNo.5pumpingstationoftheShaanxi - Gansu - NingxiaYanhuanding
                  YellowRiverIrrigationastheresearchobject ,thecalculationresultsshowthatthedynamicprogrammingmethod
                  andthecomputerlanguagecanquicklyandaccuratelyfindtheoptimalstart - upcombinationamongallthepump
                  start - upcombinationsundersatisfactoryconstraintconditions ,reducetheenergyconsumptionofthepumpingsta
                  tionandimprovetheoperationefficiencyofthepumpingstation.Theestablishedmathematicalmodelhasstrong
                  practicabilityanduniversality ,whichcanprovideoptimaldecisionfortheoperationofthepumpstation,andhas
                  certainguidingsignificanceandapplicationvalueforimprovingtheeconomicbenefitsofthepumpstation.

                  Abstract:Atpresent,Chinaattachesgreatimportancetotheconstructionofecologicalcivilizationbasedonthe
                  riverbasin.Timelyandeffectiveassessmentofthetemporalandspatialchangesoftheecologicalenvironment
                  qualityoftheriverbasinandanalyzingitsdrivingfactorsareveryimportantforformulatingthecooperativepro
                  tectionandtheconstructionofecologicalcivilizationbasedontheriverbasin.Thispaperusesprincipalcompo
                  nentanalysistoestablishtheecologicalenvironmentassessmentmodeloftheSongliaoRiverbasinbasedonthe
                  fourindicatorsofgreennessindex ,humidityindex,drynessindexandheatindexobtainedbyremotesensing
                  productswithdataasthekeyelement ,andexploresthechangesandcausesofecologicalenvironmentquality.
                  Theresultsshowthat :(1)TheecologicalenvironmentqualityoftheSongliaoRiverbasinisexcellentoverall,
                  showingthespatialdistributionof“beingexcellentinthenortheastandpoorinthesouthwest”.(2)From2000
                  to2020 ,theecologicalqualityoftheSongliaoRiverbasinhasgenerallyimproved.Theecologicalqualityhas
                  beengreatlyimprovedinthefirstdecade ,andtheseconddecadeisinthestageofecologicalprotectionandma
                  intenance.(3)From theperspectiveofspatialdistribution,theareawithpoorecologicalgradeandbelowsig
                  nificantlyshrank ,andtheareawithexcellentgradeexpandedoutward.(4)Humansocio - economicproduction
                  activitiesplayacrucialroleinthequalityassessmentofecologicalenvironment.Howtobalancetherelationship
                  betweensocio - economicproductionandecologicalenvironmentalprotectionisthekeytohelpingecologicalen
                  vironmentrestoration.
