| 完善水费收入分配机制是实现水网工程公平合理取得水费收入，保障工程良性运行的关键。结合当前水网区域综合定价研究与试点，本文基于水网工程系统供水水量传递与费用收支平衡规律，运用“分账法”实现综合定价模式下水网区域供水水费在利益主体间科学、公平、合理清分的可行性，提出“谁参与、谁收益”、“基本与计量，分项解耦”、“单源与混合，分期解耦”的水费清分规则，对基本水费的“固定比例”和计量水费的“双比例”清分方法。并以山东省骨干水网胶东地区为例，对棘洪滩受水点综合水价收取的年度基本水费与计量水费在供水利益主体间进行了科学分配，给出了相应的分配比例，验证了方法的科学性与可操作性。研究成果可为推进水网建设运行水价形成机制创新与改革提供参考。 |

| Improving the water fee income distribution mechanism is the key to realizing the fair and reasonable water fee income of the water network project and ensuring the sound operation of the project. Combined with the current research and pilot of regional comprehensive pricing of water network，this paper uses the "sub-account method" to realize the feasibility of scientific， fair and reasonable classification of water supply and water charges among stakeholders under the comprehensive pricing model， and proposes the water charges allocation rules of "who participates，who benefits"， "basic&measured，itemized decoupling"， "Single&mixed，phased decoupling"， and the "fixed proportion" of basic water charges and the "double proportion" allocation method of metered water charges. Taking the Jiaodong area of the backbone water network in Shandong Province as an example， the annual basic water fee and metered water fee collected by the comprehensive water price of the point of the Jihongtan Reservoir were scientifically distributed among the water supply stakeholders， and the corresponding allocation rproportion was given， which verified the scientificity and operability of the method. The method can provide a reference for promoting the construction and operation of water network， and the innovation and reform of water price formation mechanism. |
