      山洪灾害防治是一项复杂的自然-社会系统工程,需融合应用自然科学与社会科学等理论技术手段,建立一套完整理论技术体系,支撑山洪灾害风险管理和防治实践。结合山洪灾害自然属性、社会属性和灾害属性分析,阐述了山洪灾变过程和机理,提出了山洪灾害防治连续统概念性模型和山洪灾害防治系统化方法,构建了山洪灾害防治理论技术框架。按照灾前预防和保护、减灾准备、应急响应和灾后恢复等四个阶段的山洪灾害风险管控特点,提出了对应孕灾环境、承灾体和应急状态,在各阶段可采取的减灾技术和防灾措施。分析了山洪灾害监测预警体系中所存在的不确定性和降低不确定性的方法。
英文摘要:
      Flash flood prevention is a complex natural-society system engineering. It is necessary to integrate the application of natural science and social science methodologies to establish a comprehensive theoretical and technical system to support flash flood disaster risk management and disaster prevention practices. Combining the analysis of the natural, social and disaster attributes of flash flood disaster, the process and mechanism of flash flood disasters are elaborated. A conceptual model on flash flood disaster prevention continuum and a systemic prevention method are proposed, and a theoretical-technical framework for flash flood disaster prevention is developed. According to the risk management characteristics of flash flood disaster in the stages of pre-disaster prevention and protection, preparation, emergency response and post-disaster recovery, corresponding measures and technologies are proposed. The uncertainties existing in flash flood monitoring and warning system and the methods to reduce the uncertainties are analyzed.
